I am using 10.3.9
In Library there is a Preferences folder but nothing says Excel.
So where do I find the Prefences and then when I do will I just trash
it like you advised and then restart?

Since you don't say what OS you are using, or what version of Excel
you're
using, the location of the Preferences file will be in different
locations
with different names. My prefs are located as follows. Note that the
~
indicates your home folder, in side your Users folder.
