There are several Library folders in Mac OS X.  You need to look inside the
right Library folder.

The file you are looking for is titled <com.microsoft.Excel.plist>

I don't have OS 10.3.9.  I have OS 10.4.10.  I suspect that the file
location would be the same.

Hard Disk/
 Users/
  Your_User_Name_/
   Library/
    Preferences/
     com.microsoft.Excel.plist


Quit everything.
Move the file <com.microsoft.Excel.plist> to the Trash, or to the Desktop.
Restart the Mac.
Start Excel.
See if your problem is solved.
If it is solved, you can trash the old preferences file.
Note that you will need to reset other preferences that you might have set
in Excel, such as date/time format, alternate location of a dictionary file,
etc.

If the problem was not solved, you should probably trash the old prefs file,
but you could move your old prefs file back to its original location if
needed.
