There is already a pin called 'motion.feed-hold'.  An integrator can use
this today as the way to implement "hold until the spindle is at (or
close to) speed".

The integrator is free to write whatever logic is desired, and hook it
to motion.feed-hold.  One slightly odd idea that crossed my mind last
night was "coolant hold": in some systems there's a multi-second delay
between turning on a solenoid to enable coolant, and the coolant
actually reaching the part.  Perhaps some integrator would prefer to
hold motion after turning coolant on.

The only drawback I see in the current motion.feed-hold pin when talking
about holding for "integrator-defined reasons" is that it can be
deactivated by in gcode by M53 P0.   Perhaps a new pin
("motion.integrator-feed-hold"?) that is not affected by M53 should be
added.  But I don't think its name should imply it's just for something
related to the spindle.
