Just as a data point, we have a small group of hobbyists who meet every Thursday night to work on electronics stuff, and we do our own surface-mount boards (using the "electric skillet" method described on Sparkfun's website). We also have a 'scope and a logic analyser. Without the group, most of us wouldn't be able to do this stuff as individuals. Knowing the right people can make a big difference. This is what "hackerspaces"[1] are for. (We currently meet at a guy's house, but hope to have our own space soon.) [1] I assume you guys know what hackerspaces are.
