Ken, you're perfectly right.
I'll update the note with a rundown of per-parameter, per-block, and global memory and processing 'cost'. I guess I was carried away when I wrote up what looks like a CS101 homework in style that eventually, all it needs to do is fiddle a few bitmasks. It is tempting to unify handling of named and numbered parameters 'while at it' because I dont really see a good reason to handle them different except history, and handling of scope. Also, handling of parameter save and restore - if that is a another static attribute, that's covered too with the same static descriptor (or runtime attribute, if one were to support it for named variables).
