Well, I've always thought so, and I hope that isn't just me as a 
manufacturer talking.
(For the future, the PRU on the Beagle Bone, etc. might be something in 
between.)

The Pico Systems universal stepper controller can do 4 axes of step 
gene, plus 4 encoder
channels (when the step gens are run closed-loop or not used) plus some 
digital
I/O and E-stop.  Add another board for 8 channels on the same parallel port.
Not the cheapest solution by far, but pretty self-contained and a mature 
product.

Mesa of course, and I guess the Pluto, if anybody can make it work.
