Thanks for looking into this. So many seem obsessed with the Rpi4 even
though they are practically unavailable at the moment.
I started a thread on forums about possible boards we can use with links
to specs and their ups and downs.

preempt_rt on just about any of them is not a problem including a rk3328
board. There are even some ARM or RISC-V boards out now that have the
main processor for running Linux and a microcontroller to run Remora.
The rk3328 is a bit old right now.
