Gary, There is not a specific format for the technical file. You need to ensure that the content includes the relevant information specified by all directives that apply to your product(e.g. both Low Voltage Directive and EMC Directive). Typically you will include the test reports, top level product documentation, product manuals and details of construction critical to EMC and safety (which may be in the test reports).
