First I would suggest a lot of information on this question can be found at "www.scc.ca". Secondly and very briefly as Art Michaels stated ULC stands for Underwriters Laboratories of Canada. ULC is a certification body accredited as is CSA and 14 others by the Standards Council of Canada. Again a great deal of information can be found at the SCC site. Hope this helps. Yours truly, G.
