You are correct, and in Europe this is because the EMC Directive is product-centric, to its, and industry's, disadvantage. An attempt has been made to address this in the revised Directive, but it is a weak attempt. Nevertheless, control of EMC at product level is, in many cases, the only practicable method. The EMC aspects of interconnections are under study, however, not entirely neglected.
