In IEC, there is a two-stage voting procedure. National Committees first
vote on a 'Committee Draft with Vote' (CDV) and if that is positive,
then on a 'Final Draft International Standard' (FDIS).

ISO, CEN and CENELEC procedures are similar but not identical. CENELEC
also has a Unique Acceptance Procedure, which is like the old IEC
Accelerated Procedure, requiring only a single voting stage.
