In general, my experience has been that the required safety notices and statements must always be in paper documents, and the EMC agency notices and statements may be in a CD-ROM. There are a few execeptions amoung the different regulatory agencies, and it would be a very good idea to check with each agency to determine their specific requirements. The thinking behind the safety statement always being in paper docs is that there are certain instructions that you want the user to follow before they power on the computer, and for the EMC statements, if a CD-ROM drive is on the computer then required statements on a CD-ROM are acceptable, but putting them on a website assumes an internet connection, which you cannot guarentee is available to every customer.
