Doug, I respectfully disagree with your general statement that "A copy of the D of C that states the directives complied with must be placed in the user manual." There may be a particular directive that may have this requirement, but I don't beleive that it is the LV, EMC nor the RTTE Directives. The RTTE Directive does require that a copy of the DoC be included with the product, but there is no requirement that it be included in the user manual.

The manufacturer must designate a representative in the EU who will hold the certificate and the technical file. This could be an agent, distributor.
