On page 35 of the Commission's "Guide to the implementation of the directives
based on the New Approach and the Global Approach", they say the DoC must must
have the "signature and title or an equivalent marking of authorized person."
And in a footnote they say, "It is not necessary for the signatory to be
domiciled in the community. A manufacturer established outside the Community
is entitled to carry out all of the certification procedures at his premises
and, therefore, to sign the declaration of conformity unless otherwise
provided for in the directive(s)."
