Jim,

John Allen passed on your email. I can answer your question. This exemption
is for "lead in glass that is used as a part in an electronic component",
all other lead in these components is not permitted. I guess this would
cover things like glass-to-metal seals in hermetic packages and glass
binders used in silver conductor pastes.
If you would like any help with interpretation of the RoHS directive, advice
on compliance, implementation planning or lead-free soldering, please let me
know. I regularly advice manufacturers on issues related with this directive
and recently spent two days in the USA providing training to US
manufacturer.
