There are no 'effective dates' associated with IEC standards in the context of compliance with regulations. IEC standards are still, officially, **recommendations** to National Committees for adoption or rejection. Any 'effective dates' are specified by national or regional (i.e. CENELEC) publications. A proposal was submitted to IEC to amend the Foreword of standards to encourage national committees and regional bodies to avoid creating a situation in which technical requirements for compliance with regulations changed instantaneously on publication of a revised or amended standard. It seems that IEC decided that was a step too far in its guidance of its member bodies. -- OOO - Own Opinions Only.
