You have to be careful making the statement that the latest one applies since
it is possible that several versions of an IEC standard are still being used
throughout the World. In the case of CB certification unfortunately not every
country adopts the latest version of an IEC standard as soon as it is
released. 
 
This was the case with IEC60065 for Audio Video products where some countries
were still working off of the 6th edition for several years after publication
of the 7th edition. This caused us problems in countries with mandatory local
certification requirements since the 7th edition relaxed some of the
requirements from the 6th edition and we could not use the 7th edition as
several countries would not accept that version yet. Taiwan ( not a CB member)
caused us big problems initially, but China was also an issue.................
 
Not sure what your product is or what IEC standard you are concerned with but
you should investigate this before you use the latest version of an IEC
standard published as you may have problems in some countries.
 
I usually go to the IECEE website and verify the version for each country we
want to ship products too before I specify the standard to the design teams

I have also found that even if a country lists an earlier version of an IEC
standard they may accepts the latest version so it pays to ask...

Question - when the Basic Standard is indicated as published on the IEC
website, is this the effective date for use to demonstrate compliance for the
Product Standard immediately? 
 
Or is there some sort of transition time that the previous standard can be
used to demonstrate compliance?
