Could well have been.  But it was over 30 years ago in a facility that I would

I've seen 60V 60 Hz between two ground systems in the US.  Drew a nice arc off 




 
the ground clip of a scope when it was plugged into an outlet on one ground

It DOES happen in Europe under normal conditions. I have measured 9 V 50 




 
Hz between two 'earths' (British English since this is about Europe!). 




 
Connect a 1 ohm screen between them and you get....




 





 
This was in an old building, but everything appeared to be working
