I'm not sure I understand your comments and question. If you have obtained UL certification of the equipment, then you will have a copy of the certification report. Indeed, the only way any other person or organization can get a copy of a UL certification report is from the "owner" of the certification. UL publishes lists of equipment which are certified. And that is all. The certification report may contain some proprietary information. Therefore, UL and other certifiers give you sole discretion as to who may have a copy of the certification report. Whether or not it is "fair" for another party to request a copy of the certification report is up to you -- whether or not you want to provide a copy. If the other party doesn't get the certification report, then he may very well not proceed with certifying your equipment. However, I sense that yet another party has obtained the UL certification, and that you don't have a copy of the certification report. In this case, you have to request the report and forward it to your certifier. For the reasons mentioned above, one certifier cannot request a copy of a report from another certifier.
