In an ideal world the certificate would be all anyone needs but I have had a couple of incidents where DoC have claimed compliance with some tests – but have omitted some parts of that test. Also I had one instance where the DoC stated tested to a standard – what it did not say is that it had failed the test. So I believe it is very “fair” to ask to see the test report.
