Amund Yes it is fair. UL 497 is a Standard for Protectors for Paired Conductor Communication Circuits. Assuming your device was tested to that standard and outdoor usage, the North American NEMA environmental protection requirements have been applied which are different than the IEC environmental protection requirements.
Even if you do succeed obtaining the UL report, I think your third party certification body will find that additional testing will be required to meet the IEC 60950-22 environmental protection requirements.
