Dave, Your main point is true, but consider this :
1) There are many thousands of products on the world market that are sold within the EU. Each can be slightly different or vastly different from each other. 2) Even sight differences in application and use could force you to look at other standards. 3) Even if the EU produced legally enforced guidelines for all the combinations above, finding the guideline in the first place would still be a huge job.
