You don't need a DoC for EMC. You can either send with the product a
document that explains its exemption by reference to the Directive and
the relevant clauses of the Guide, or add that information to the DoC
required by any other Directive, or even simply put it on every copy of
the invoice that travels with the product. Don't refer to any standards,
only the Directive and the Guide.
This should really be explained in the Guide; perhaps it will be added
one day, but don't hold your breath.
