Aahh, so the statement,

"Conformity is checked by inspection, and by the a.c. test of 6.8.3.1 with a 
duration of at least 1 min, or for
MAINS CIRCUITS stressed only by d.c., the 1 min d.c. test of 6.8.3.2, using the 
applicable voltage from Table 5."

is saying that for AC Mains you use AC voltage for hipot, and DC Mains you use 
DC voltage for hipot. Maybe this is why the CSDS proposal would allow "all 
hipot tests should be permitted to be performed with either ac or dc".

Hi Other Brian:


One must distinguish between ac mains and dc mains.

dc mains are not subject to the same overvoltages as are ac mains.  Therefore, 
dc mains are not as "stressed"
as ac mains.  (ac mains don't have dc, so ac mains cannot be stressed by dc.)

This concept is not widely recognized by those writing requirements.
