is saying that for AC Mains you use AC voltage for hipot, and DC Mains you use DC voltage for hipot. Maybe this is why the CSDS proposal would allow "all hipot tests should be permitted to be performed with either ac or dc". Interesting. Thanks. Therefore, dc mains are not as "stressed" as ac mains. (ac mains don't have dc, so ac mains cannot be stressed by dc.) This concept is not widely recognized by those writing requirements.
