IEC 60950-1 takes this construction into account. Table 3B including note "b" allows 0.75 mm2 cable with a 10 A IEC 60320 connector of the C13, C15 or C17 type as long as the length of the cord does not exceed 2 meters. The assumption is that the shorter length of cable would keep the resistance low enough to acceptably reduce the risk of overheating. IEC 60950-1 allows that cable to be used up to 10 A even in normal use. Based on this, it may be reasonable to state that a cable with this construction is safe under foreseeable misuse on non-ITE products.
I am unaware of a similar allowance in IEC 60065 where Table 18 requires 1 mm2 cable for use with 10 A connectors.
