In that case, the breakdown voltage used in the 'sum' calculation was
incorrect. For example, if the two voltages are 2 kV and 3 kV, the sum
is obviously 5 kV. If the surviving insulation actually withstands the
whole 5 kV, using '3 kV' in the calculation was not correct.
