Do you have an idea about the question that the
breakdown of 2 insulations does not equal the sum
of both?

 

Assume both insulations (in series) have an
electric strength of 1000 volts.  The sum is 2000
volts.

 

Assume both insulations have the same capacitance.
Each insulation will have 1000 volts across the
insulation; the total (both insulations) will
withstand 2000 volts.  

 

If the two insulations do not have the same
capacitance, the voltage will not divide equally.
The smaller capacitance will have more than 1000
volts, and the larger capacitance will have less
than 1000 volts.  

 

If the test voltage is slowly increased, the
smaller capacitance (insulation) will break down
when the voltage across it exceeds 1000 volts.
This will occur before the total voltage reaches
2000 volts, which is less than the electric
strength of the sum of the two insulations.
