Remember that neither the resistance or the capacitive reactance of the understressed insulation is infinite, so a small initial current can always flow. The breakdown causes electrons to be detached from atoms (by different mechanisms in different materials) to form a conducting cloud. The voltage across the overstressed insulation drops to a low value and nearly all the voltage appears across what was the understressed insulation, considerably increasing the current, and breakdown of that insulation occurs.
