I’d second Larry and say it should be tested to Part 15 A limits, and some 
checks of the spurious emissions for the radios.

Part 15.103 has the list of exemptions, and KDB 772105 has more info on them. 
It doesn’t sound like this thing would fall under either of the industrial 
device exemptions.
