It's old and it was written when operating frequencies were far lower than what we see now. However, it covers the basics well. Clayton Paul's book on EMC<https://onlinelibrary.wiley.com/doi/book/10.1002/0471758159?msockid=146974b0b2e96c0536bc619eb3536da6> is more recent. It still has some obsolete information, such as Fortran code, but it also covers the basics. My general advice is to get this basic knowledge and then put it into practice in the lab. I learned far more by testing things than I did designing them and having other people give me the test results.
