No, it's not RoHS.  My 5i20 card has a nice little sticker saying
that it is RoHS compliant.  I suspect that Mesa simply doesn't have
any EU dealers.  I bet you could place a credit card order direct to
Mesa from EU though.  Plastic money tends to cross borders pretty
easily, although getting the product across borders probably involves
some annoying paperwork and customs fees.
