Here are some thoughts that come to mind:

How much of the conversion do you want to do in-house? 

What resources do you have for software and hardware development? I
prefer to keep EMC2 lean, so I tend to use C to make HAL components to
add features and interface with new hardware, and shy away from PLC's
(SPS?) and other programing languages. Software is not my specialty, so
this thinking may be flawed. Do you have someone conversant in Linux? Do
you have someone able to understand and build simple electronic
circuits?

How much time can be allowed for the conversion? Can you afford to have
a machine down and a project manager tied up for a couple of months?

I suspect that your machine may use Windows as a user interface and has
a separate motion controller which does the time critical functions. Do
you have documentation on the subsystems of your machine? Can you post
manufacturer and model numbers of your subsystems?
