Kirk is right that it takes a few milliseconds to evaluate a ClassicLadder PLC in the thread to which it is attached. HAL based machine logic is a common way of thinking among the EMC2 HAL community but since ClassicLadder is included with an EMC2 release, it is trivial to include PLC or SPS in the integration for a machine. PLC machine logic language and the specific way that PLCs read, compute, and output logic is quite well understood by folk who service these kinds of machines, much more so than a pile of patched together HAL logic modules. In addition the user-space, state based ladder display makes troubleshooting fairly easy for folk who are familiar with it. These folk seem to be conversant in Ladder or other PLC programming languages so it should be no great stretch for them to write.
