Is it a pulse train or 60 hz AC?  If it is PWM, the numbers won't mean that 
much - even an RMS meter 
can have trouble with narrow pulses.. I can point you to a cheap meter to read 
60 hz AC sine-waves, 
  but I am skeptical that you have 1000Vac.
