I know that Sound Logic has an I/O card (uses para port 2) and has inputs
for A and B, Gnd and +5 v for 4 encoders.  I checked their website
(www.soundlogicus.com) but didn't see it listed there.
You might want to send an e-mail to Jim (james_cull...@sbcglobal.net) and
see how much the boards are going for.
