Have you considered the possibility of using a remote brake? 
What I suggest might be a gear on the motor shaft meshing 
with another gear to the side of the motor - this gear to be 
on a shaft having a normal type of electrical brake. 
Alternatively use toothed belt pulleys and a belt instead of 
gears - it would probably only need a 3mm wide belt and the 
braking shaft could then be anywhere convenient.
