Yes, if you set the PWMGENs scale parameter to 10, you also need to set the 
PIDs max output parameter to 10


As far as the motor "creeping" at startup goes, yes, you can zero the few mV 
of analog output voltage offset, but its more important to make sure the 
amplifiers are disabled at power on (or E-STOP) for safety. Unless you are 
testing, the amplifiers should always be disabled when the feedback loop is 
open.
