An example of this sort of timing is included in the sample config demo_step_cl. There are two timers T0 and T1 that control the on and off time. They are used as an interval lube pump control.
This sample config does not require any special equipment. It assumes stepper motors and a single parport. The timers start as soon as estop is turned off (F1) and the machine is turned on (F2). These actions are also available with mouse clicks. These ladder rungs show up on my screen as soon as I start the demo.
