Actually I was thinking about that When PC is powered off, then relay would be closed. The thing is that now I can turn on machine separately from PC, which gives a potential situation that, if machine gets turned on before PC, it will open water jet valve. But I just checked - "enable" button on panel has to be pressed, before both valves are actually doing something. So that would solve the problem with wrong sequence of powering the machine on. But I myself have managed to turn off PC, while machine is still on and is enabled, so I suspect any other operator could repeat such a mistake.
