That data sheet pdf you gave the URL of doesn't say that.

Looking at the top side, epoxy face of it with the legs hanging down, the 
left leg is #3, the emitter.  The center leg, #2, is the collector, and the 
right leg, #1 is the base.

Be aware that the center leg is also going to be tied to any heat sinking 
used unless a sheet of mica is interposed.  That shaded area on the other 
side, the exposed metal as in the right image on page 3, shows the metal 
heat spreader, which is likely a direct connection to the collector of the 
transistors die as its all one stamping.  To do otherwise makes a very poor 
heat path to get rid of the heat.  That said, driving that relay, heat 
isn't going to be any higher than about 30 down on the list of priorities 
for this.  Heat sinking not needed IOW.
