There is also no light or any way to see the reticle then either;)
The commercial ones have magnifying eyepieces too.

Heres an import version from enco but it has a 3/8" shaft whereas the
OP asked for 1/4".  Might be a lot simpler & cheaper to figure out how
to turn or grind down the shaft (and keep it on center!) than to build
your own.  They come up used from time to time on ebay pretty cheap.
