That "excessive" Pgain is why it is as close as it is.  But I will try it.
Pgain also stiffens it under load.

Middle speed in the ratio's, or middle speed in the absolute, which would 
be around 600 rpms.
But in 2/1 ratios

960
would put 180 rpms at about the center of the range.
