Also when I have a really bad stuck bearing race I usually run a tig weld around the OD of it and that usually frees it up and often cracks it enough to just hit it with a chisel and mallet and it falls off. I am sure you probably don't have a tig welder but if you cannot get it off you might take it somewhere and have them do it for you. You can do the same basic thing with a mig welder too. Good luck.
