Why not just relocate the brine tank to a more accessible location such as in 
the garage?  A little pex tubing is cheaper and easier than trying to build 
some means of salt conveyance.

salt slurry?
All you need is a saturated solution and a slurry would certainly take 
care of that.
Then let gravity do the transfer.
