I don't really understand your comment that you have insufficient torque to tap completely in one go. Why does pecking reduce the torque required? If this is a thru hole you can use a spiral point ("gun") tap to push the swarf ahead of the tap and out of the bottom. If this is a blind hole then use a spiral flute tap to extract the swarf upwards.
