Perhaps I completely misinterpret your sketch but... What is wrong with inserting the R8 collet into an ER40 collet block (available from ArcEuro and I'm certain other suppliers)? Clamp the collet block in your vise and do the deed. The reduced diameter part of a R8 collet is about 15/16 and the accurate portion is supposed to be 0.9495 so it should pass through a 15/16 ER collet.
