If the end mill is center-cutting, then you should be able to do it, but chip clearance and stresses
on the carbide may be a problem.

If NOT center-cutting, then you have to do a circular ramp-down cut, and make it enough bigger than the end mill's diameter so that the non-cutting area in the center of the tool doesn't leave a bump
in the middle of the hole.
