I often incorporate a slot inside the gear or
pulley (like a keyway) the width of a nut.
Slip a nut down the slot and screw the set
screw into the nut through a radial hole.  Now 
the force is between the nut face and the 
plastic part (compression) rather than on 
fragile threads in the plastic.
