If the handle is 100mm long, and your vice is 100mm wide, I would use a piece of bar stock 220mm long. Justify the blank end flush at the vice far end, and mill the overhang, then rotate. Simply rotate axes in CAD to get 4 programs, or keep a model of the vice in cad and do 4 assemblies.
