It certainly can do that. It would be a way to get a multi-enable
charge pump signal with a single component. But only if the on-state
output is off.

This config (0xF070) will switch the output to ON if in2 is true and
if either of in0 and in1 are false.
It will then, with the output looped in to in3, hold the output high
regardless of what in0 and in1 do from that point on, as long as in2
remains high.
